Intercountry Adoption ‘Adoption from Viet Nam, Findings and recommendations of an assessment' a report produced by ISS and published in November 2009
The 82 page report is based on an independent assessment by ISS in 2009, commissioned by UNICEF Viet Nam and by the Department of Adoption of the Ministry of Justice of Viet Nam. The main aims were to firstly identify and address problems in the adoption processes, with a view to assisting Viet Nam in its preparations to accede to the THC-93 and secondly, review the new draft law on adoption, and propose any relevant amendments. The report includes a number of observations about the adoption situation in the country as well as makes diverse recommendations targeting key actors not only within Vietnam but also those outside including receiving countries, agencies and international organisations. The report is currently available in English, but a French version is forthcoming.
A Comment on the Number of “Adoptable” Children and the Number of Persons Seeking to Adopt Internationally, Nigel Cantwell, Senior Project Officer, UNICEF Innocenti Research Centre – in The Judges’ Newsletter of The Hague Conference of Private International Law, Volume V, Spring 2003
The document recommends avoiding any confusion between the concept of on one hand adoptable children, and on the other hand orphaned children or children living outside a family environment. It also underlines, on a global scale, the surplus of prospective adoptive parents in respect of children who are declared adoptable and who are young and in good health. This is in contrast to the number of adoptable children with special needs who do not find an adoptive family.
